The Situation in Plain Terms

The Colorado River supplies water to roughly 40 million people across seven states and Mexico. Years of drought and overuse have dropped its two big reservoirs, Lake Mead and Lake Powell, to historic lows — together they're sitting at less than a quarter of capacity. To stop them from falling further, the federal Bureau of Reclamation sets annual "shortage" levels that trigger mandatory delivery cuts for the Lower Basin states. For 2026, the river is in a Tier 1 shortage, and a new long-term framework published in mid-2026 sets even deeper potential cuts through 2036.
